2. Mandatory Vendor Onboarding & Verification

To ensure a secure environment, we enforce strict onboarding protocols:

  • Document Submission: Every vendor must provide a valid Commercial Registration (CR) and/or MOCI Trade License.
  • Continuous Monitoring: We perform periodic audits of vendor documentation. Expired licenses will lead to immediate service suspension.
  • Anti-Fraud Compliance: Vendors are prohibited from misrepresenting their business identity or selling unauthorized products.

3. Prohibited Conduct & Zero-Tolerance Policy

Layal Digital maintains a zero-tolerance policy regarding illegal activities. Any violation will result in immediate account termination and reporting to Qatar law enforcement:

  • Illicit Goods: Sale of narcotics, prohibited pharmaceuticals, counterfeit goods, or any item restricted by Qatari Law.
  • Fraudulent Practices: Phishing, identity theft, or deceptive marketing schemes.
  • Regulatory Compliance: Vendors must comply with all local Ministry regulations applicable to their specific industry (e.g., Health, Food Safety).

4. Data Privacy & PDPPL Compliance

In accordance with Qatar Law No. 13 of 2016 (PDPPL):

  • Data Minimization: We collect only the data necessary for platform operations (business identification, contact info, transaction history).
  • User Rights: Users have the right to access, correct, or request deletion of their personal data subject to legal retention requirements.
  • Data Security: We utilize advanced encryption and secure cloud infrastructure within the GCC/Qatar region where possible.

5. Intellectual Property & Code Integrity

All software, source code, and design architecture remain the exclusive property of Layal Al-Shaykh for IT Design. Any unauthorized reverse engineering or external usage is strictly prohibited.

6. Limitation of Liability & Dispute Resolution

Layal Digital acts as a technology intermediary. While we conduct due diligence, we are not directly responsible for the specific quality of vendor services. Disputes between a customer and a vendor should follow our internal resolution process first, followed by applicable Qatari law.

7. Advanced Legal Protections

  • Indemnity Clause: The Vendor agrees to indemnify, defend, and hold harmless Layal Digital / Layal Al-Shaykh for IT Design from and against any and all claims, damages, liabilities, and expenses arising from the Vendor's breach of terms or illegal activities.
  • Force Majeure: Layal Digital is not liable for any failure or delay in performance due to causes beyond our reasonable control, including, without limitation, acts of God, war, terrorism, riots, embargoes, acts of civil or military authorities, fire, floods, accidents, or network/server failures.
  • Termination for Convenience: Layal Digital reserves the right to terminate any Vendor or User account at its sole discretion, without cause, and without prior notice, particularly if behavior is deemed inconsistent with platform integrity.
  • Third-Party Disclaimer: The platform may contain links to or integrate with third-party services (APIs, payment gateways). Layal Digital is not responsible for the privacy practices or security of these third-party platforms.
  • Governing Law and Jurisdiction: These Terms of Service shall be governed by and construed in accordance with the laws of the State of Qatar. Any disputes arising hereunder shall be subject to the exclusive jurisdiction of the courts located in Doha, Qatar.

8. Platform Updates

We reserve the right to amend these terms at any time to stay compliant with evolving Qatari digital regulations. Continued use of the platform after updates constitutes your agreement to the new terms.
